The 2025 Carnegie Research Activity Designations set an R1 threshold of at least $50 million a year in research spending and at least 70 research doctorates awarded, full stop. Classroom myths: does R1 mean bigger classes and more TAs?
IPEDS reports one student-to-faculty ratio per institution. It says nothing about who teaches a specific course or how big a specific section runs, and those two facts vary by department, not by Carnegie tier.

Neither the Carnegie Research Activity Designations nor NCES College Navigator include a class-size breakdown. What is genuinely true about R1, and are R1 universities better?
One thing about R1 status does hold up, because it's the literal definition rather than an inference from it: R1 reliably means the school runs doctoral programs and sponsored-research infrastructure at a specific, large scale. A school spending $50 million or more a year on research necessarily maintains grants administration, compliance offices, and, in the sciences, shared core facilities and equipment, because that is what the threshold measures. That is worth something concrete if your goals involve doctoral-level mentorship, lab access in a research-heavy field, or graduate coursework as an undergrad. It says nothing about admissions difficulty, teaching quality, class size, or whether your specific department is any good, which is exactly why the myths above spread as far as they have.
