Nothing you type leaves your browser: the wizard is plain JavaScript with no network calls. Gates come from the government pages listed in Sources, checked on 8 September 2026. Weightings are this page's judgement, and every number that fed them is printed below so you can disagree with the arithmetic.
The method
How does this tool pick the best English test for study abroad?
Four gates run first. A gate is not an opinion: it removes a test because a government or a test provider has published that the test does not apply to your case. Whatever survives the gates is then scored, and the highest total wins.
The four gates
- Immigration list. If your reason for testing is a visa, permanent residence or citizenship, only tests on the relevant authority's published list survive. The UK Home Office, the Australian Department of Home Affairs and Immigration, Refugees and Citizenship Canada each publish one.
- Purpose fit. Tests built for a different job are removed with a named reason. IELTS General Training is not the academic version. PTE Core is Pearson's immigration test. OET is a healthcare test.
- Delivery rules. Australia does not accept results from fully online or remotely proctored sittings, which removes the at-home tests for that route.
- Regulator scope. Healthcare registration narrows the field to OET plus the three academic tests regulators most often name, and hands you back to your own regulator.
The five scoring levers
Every surviving test starts at 10. Then:

- -8It does not fit. On the shortest bucket this only bites the Cambridge exams.
- +3The test is on your destination's official visa or immigration list, when you said one sitting has to cover both jobs.

- +2Speaking delivery matches what you asked for: a live examiner, or a recording scored by machine.
- +2An institution or authority has already named this test to you.
- +1One sitting covers both admission and the visa route for your destination.
Ties are broken on faster published turnaround, then on whether one sitting covers both jobs. If two tests are still level after that, the tool refuses to invent a winner and shows both, with the three practical tie-breakers from the last section.
Why there is no budget question
The version of this tool we planned asked for a dollar budget. It does not, because no provider publishes one global fee. The ETS TOEFL iBT Information Bulletin states plainly that "The TOEFL iBT test fee varies by location". Pearson's PTE Academic page shows a price only after you pick a country. Cambridge English sends you to an exam centre rather than a price list. Duolingo shows its price at checkout, after you create an account. The one global figure we could verify is Paragon's Canadian CELPIP price, listed on 8 September 2026 as CAD 299 plus taxes for CELPIP-General and CAD 199 plus taxes for CELPIP-General LS, with international pricing noted as different. Printing invented averages next to those would be the worst part of the page, so the fee question was replaced by the question that actually drives your total spend: whether one sitting has to cover both your course application and your visa.
Gate 1
Which English test does your student visa require?
This is the gate that most comparison articles skip, and it is the only one that can void a test you have already paid for. Four destinations behave in four different ways.
United Kingdom: the SELT list, with a degree-level exception
For visa and citizenship routes the UK Home Office requires a secure English language test (SELT) from an approved provider. As of the guidance updated on 28 August 2026, the approved providers outside the UK are PSI Services (UK) Ltd, the IELTS SELT Consortium, LANGUAGECERT and Pearson; inside the UK the list swaps PSI for Trinity College London. The Home Office also names the exact product you must book: IELTS for UKVI or IELTS Life Skills, PTE Academic UKVI or PTE Home, LANGUAGECERT Academic or General SELT, Trinity ISE or GESE, or Skills for English UKVI. A standard IELTS Academic booking is not a SELT. Neither is TOEFL iBT, the Duolingo English Test, a Cambridge qualification, CELPIP or OET. The result must have been awarded in the two years before your application date.
The exception matters as much as the rule: GOV.UK states that if you are studying at degree level or above, your Higher Education Provider can assess your level of English themselves, which means they may ask you for a different test. Students at degree level are therefore often admitted on a test the SELT list does not contain. Your offer letter, not this page, settles it. The required level is CEFR B2 for degree level or above and CEFR B1 below degree level.
Australia: the DHA instrument, and no at-home sittings
The Department of Home Affairs changed its accepted-test list on 7 August 2025. For tests taken on or after that date, the department accepts Cambridge C1 Advanced, CELPIP-General, IELTS Academic, IELTS General Training, LANGUAGECERT Academic, the Michigan English Test, OET, PTE Academic and TOEFL iBT, all sat at a secure test centre. TOEFL iBT carries a booking condition: you must select "Taking TOEFL for Australia" when you register, or the result may not be accepted. Results from a test taken on or before 6 August 2025 stay usable until 6 August 2028 inclusive, depending on the visa.
The department also states that it does not accept evidence from tests delivered completely online, naming CELPIP Online, IELTS Online, LANGUAGECERT Academic Online, at-home MET Digital, OET@Home and TOEFL iBT Home Edition. The Duolingo English Test is not on the accepted list at all. That single rule is why the wizard removes the at-home options the moment you pick an Australian visa.
Canada: three tests, and only for the immigration side
Immigration, Refugees and Citizenship Canada accepts exactly three English tests for Express Entry: CELPIP-General, IELTS General Training, and PTE Core. IRCC states that IELTS One Skill Retake is not accepted for Express Entry, and that results must be less than two years old both when you complete your profile and when you submit the application. Levels are read as Canadian Language Benchmarks, not as raw band scores.
Note what that list does not cover. Pearson tells applicants to Canadian universities and colleges to sit PTE Academic, not PTE Core. So a student who plans to study in Canada and then apply for permanent residence is looking at two different Pearson products, two years apart.
United States: no national test list at all
The US route runs on the Form I-20, the Certificate of Eligibility issued by a school certified by the Student and Exchange Visitor Program. The Department of Homeland Security's guidance on the Form I-20 walks students through the I-901 SEVIS fee and the school's certification, and names no English test. The English standard you must meet is the one written into your admission offer. If you are heading to the US, skip straight to what your university requires, and use the F-1 visa document checklist for the paperwork that does exist.

Why does your university's list override everything else?
An immigration authority can tell you which tests are allowed. Only an admissions office can tell you which test is enough, and at what score. Those two facts fail independently: a test can clear the visa gate and still miss the department's minimum, or clear the department and be useless at the border.
Three habits are worth more than any comparison table:
- Read the programme page, not the university page. Graduate departments regularly set a higher writing sub-score than the central admissions minimum.
- Check the order the tests are listed in. A test that appears first, with a named minimum for each of the four skills, is a test the office processes every week. A test in a footnote saying "may be considered" is a test whose reader you will have to chase.
- Look for a waiver clause before you book anything. Degrees taught in English, or a certain number of years of study in an English-medium system, will often remove the requirement completely. Our guide to TOEFL and IELTS waivers for grad school covers what usually qualifies.
The wizard's admission path therefore has no government gate. It removes only tests whose own provider says they are for a different job, then shows a banner reminding you that the offer letter decides.
The candidates
IELTS vs TOEFL vs PTE vs Duolingo: what is actually different?
Every figure below comes from the test owner's own page, checked on 8 September 2026. Where a provider publishes a range rather than a number, the range is printed as a range.
IELTS Academic and IELTS General Training
IELTS reports each of Listening, Reading, Writing and Speaking on a 0 to 9 band scale in whole or half bands, plus an overall band that is the average of the four rounded to the nearest half band. IELTS spells out the rounding: an average ending in .25 rounds up to the next half band, and one ending in .75 rounds up to the next whole band. An average of 6.25 is reported as 6.5; 6.125 is reported as 6.0.
Speaking is the differentiator. It is a face-to-face session with a trained IELTS examiner at the test centre, or a video call with an examiner if you sit IELTS Online. If you would rather argue with a person than a microphone, this is the only mainstream four-skills test that still works that way at scale, alongside the Cambridge exams and OET.
Choose IELTS Academic for university admission and professional registration; IELTS directs undergraduate and postgraduate applicants there explicitly. General Training exists for work and migration routes, which is why it is IRCC's IELTS product and why the wizard removes it from admission runs. TOEFL iBT and the 1 to 6 scale
TOEFL iBT changed scale on 21 January 2026. Scores now run from 1 to 6 in increments of 0.5, for each of the four sections and overall, with the overall being the average of the four rounded to the nearest half band: an average of 5.125 is reported as 5. ETS maps the new scale to CEFR directly, with 6 at C2, 5 to 5.5 at C1, 4 to 4.5 at B2, 3 to 3.5 at B1, 2 to 2.5 at A2 and 1 to 1.5 at A1, and publishes a bridge to the retired 0 to 120 scale in which 5 corresponds to 95 and above, 4.5 to 86 and above, and 4 to 72 and above. Score reports issued from January 2026 to January 2028 carry the CEFR level, the 1 to 6 scores and a comparable 0 to 120 overall score together.
The test itself is short and adaptive. ETS lists base times of 30 minutes for Reading (50 items), 29 for Listening (47 items), 23 for Writing (12 items) and 8 for Speaking (11 items), and asks you to allow about two hours in total. Speaking tasks are "Listen and Repeat" and "Take an Interview", recorded on a computer. Skipping a whole section voids the entire test: if you do not complete at least one Reading question, one Listening question, one Speaking task and one Writing task, nothing is scored.
Two delivery modes exist: at an authorised test centre, and the TOEFL iBT Home Edition with a live remote proctor. Australia rejects the Home Edition, which is exactly the kind of detail that costs a student a sitting. Scores appear in your ETS account three days after the test date and are valid for two years. PTE Academic and PTE Core
PTE Academic reports 10 to 90 on the Global Scale of English, with published CEFR bands of 85 to 90 for C2, 76 to 84 for C1, 59 to 75 for B2, 43 to 58 for B1, 30 to 42 for A2 and 10 to 29 for A1. It is a single two-hour computer test at a centre in three parts: Speaking and Writing at 76 to 84 minutes across nine question types, Reading at 23 to 30 minutes across five, and Listening at 31 to 39 minutes across eight. The nine speaking and writing question types now include Summarize Group Discussion and Respond to a Situation alongside Read Aloud, Repeat Sentence, Describe Image, Retell Lecture, Answer Short Question, Summarize Written Text and Write Essay. The unscored Personal Introduction at the start exists only to let you check your microphone.
Pearson publishes results as typically two days, which is why PTE Academic wins so many deadline-driven runs of the wizard. It is also the only test in this set that clears a UK visa and an Australian visa and most admissions offices, provided you book the right product: PTE Academic UKVI is the SELT version, and Pearson describes it as being for UK work visas and below-degree study.
PTE Core is a different test with a different job. It is a two-hour general English test, results typically in 48 hours, recognised by IRCC for Canadian permanent residence and citizenship and for post-graduation work permits. Pearson states directly that applicants to Canadian universities and colleges need PTE Academic instead. Buying PTE Core for a university application is the most common expensive mistake in this whole comparison.

Duolingo English Test
The Duolingo English Test reports on a 10 to 160 scale in 5-point steps. Certified tests carry individual subscores for Speaking, Writing, Reading and Listening, which average to the overall score, plus four integrated subscores that are each the average of two individual ones: Production (writing and speaking), Literacy (reading and writing), Comprehension (listening and reading) and Conversation (speaking and listening).
Duolingo describes a one-hour test process: 5 minutes of setup and ID verification, a 45-minute scored assessment, and 10 minutes of writing and speaking samples, taken online with no appointment, with results in 2 days. Duolingo says it is trusted by more than 6,500 institutions.
The ceiling is acceptance, not difficulty. The test is not on the UK Home Office SELT list and it is not on the Australian Department of Home Affairs accepted list, and Australia separately rejects any fully online or remotely proctored sitting. That makes it an excellent answer for a US or Irish undergraduate application on a two-week deadline and a wrong answer for a student visa to Sydney. Cambridge C1 Advanced and C2 Proficiency
Cambridge reports on the Cambridge English Scale, with a score for each skill plus Use of English in some exams and an overall score. C1 Advanced reports grade A at 200 to 210 (shown as CEFR C2), grade B at 193 to 199, grade C at 180 to 192, and a B2 result at 160 to 179; scores from 142 to 159 appear on the Statement of Results without a certificate. C2 Proficiency reports grade A at 220 to 230, grade B at 213 to 219, grade C at 200 to 212, and a C1 result at 180 to 199.
C1 Advanced runs about four hours across four papers: Reading and Use of English at 1 hour 30 (8 parts, 56 questions), Writing at 1 hour 30, Listening at about 40 minutes, and Speaking at 15 minutes per pair of candidates or 23 minutes for a group of three. The Speaking test is normally face to face with one or two other candidates and two examiners, one talking and one listening.
The reason to choose Cambridge is the expiry date, or the absence of one: Cambridge states that the certificate does not expire, though any organisation reading it may still impose its own limit. The reason to rule it out is time. Digital exam results arrive 5 to 10 working days after the exam and paper-based results 4 to 6 weeks after, with paper certificates 3 to 4 weeks or 7 to 10 weeks later again. Registration closes about 4 weeks before a paper exam date. This is a test for the applicant who is a year ahead, not the one with a February deadline.

The two specialists
When do CELPIP and OET make sense?
These two tests are on the list because leaving them off is what makes most comparison articles wrong. Each is the right answer for exactly one situation and the wrong answer everywhere else.
CELPIP-General
CELPIP-General is a computer-delivered general English test taken in a single sitting of under 2 hours 50 minutes, with no separate speaking appointment. Results appear in your CELPIP account in 2 to 4 business days, are viewable for two years from the test date, and are reported as CELPIP levels that line up one-to-one with Canadian Language Benchmarks: level 9 is CLB 9, level 7 is CLB 7, and so on. Paragon lists it for Canadian permanent residence applications, professional designation, and Canadian universities, colleges and vocational programmes, and it appears on the Australian Department of Home Affairs accepted list too. Hard copy score reports have been discontinued.
It is the cheapest decision to justify when your destination is Canada and your purpose is permanent residence, because CELPIP is one of only three tests IRCC will read, and it is the only one of those three designed around Canadian everyday English. It is a poor choice for a UK or Australian university application, where almost nobody is set up to read it.
OET
OET is an English test for healthcare professionals. Each of the four sub-tests is reported on a 0 to 500 scale in ten-point increments and mapped to a letter grade from A down to E; OET does not report an overall score or grade. Reading and Listening are 42 questions each, converted to the 500 scale, and OET notes that a grade B (a scale score of 350) typically corresponds to at least 30 marks. Speaking is about 20 minutes: two profession-specific role plays of five minutes each, marked by OET assessors against linguistic and clinical communication criteria. Results are available within 48 hours of the last sub-test on computer or at home, and 12 days after a paper test, with 5 days in India and 6 in the Philippines.
OET says validity is decided by the authority that recognises the result, and every board and council publishes its own minimum grades and its own list of accepted tests. That is why the wizard's healthcare path ends with a link to your regulator rather than a confident recommendation.

How do the seven tests compare on length, results and validity?
One table, provider figures only. The last column is the one that decides most real cases: what a second attempt would actually cost you in time, since the fee is set locally and the calendar is not.

Read the results column as the real deadline column. A student with three weeks before an application closes has every test available; a student with nine days has four.
The question everyone asks
What is the easiest English test to pass?
The question has no answer in the form people want, because no test sets the bar. The organisation reading your score does. A university that wants IELTS 7.0 in every band is asking for more than a university that wants an overall 6.5 with 6.0 minimums, and both are asking for it on the same test.
What genuinely differs is where the effort goes:
- Shortest sitting: the Duolingo English Test, at about one hour end to end, against about four hours for Cambridge C1 Advanced.
- Least speaking pressure from a person: PTE Academic, PTE Core, TOEFL iBT, CELPIP and the Duolingo English Test all record you. IELTS, Cambridge and OET put a human in front of you.
- Most forgiving structure: IELTS lets you retake a single skill through One Skill Retake, though IRCC will not read that result for Express Entry. CELPIP allows a re-evaluation of individual components within six months, and notes that Listening and Reading are computer rated so a re-evaluation there rarely changes anything.
- Harshest failure mode: TOEFL iBT, where skipping any section means no section is scored.
If a test feels easy and the place you are applying to does not accept it, you have paid for nothing. Acceptance is the only difficulty that is priced in.
When the tool cannot decide
What should you do if two tests tie?
The wizard breaks ties on turnaround and then on whether one sitting covers both jobs. When two tests survive that, they are genuinely equivalent on paper and the decision moves to three things no calculator can see:
- How far the test centre is. PTE lists more than 500 test centres for PTE Core and centres in over 115 countries; the Home Office notes that if there is no approved SELT location in your country you may have to travel to another one. A test you can walk to on a Tuesday beats a marginally better test that needs a flight.
- Whether there is a seat in your window. The Home Office says you should be able to take a SELT within 28 days of booking, but not always at the nearest location. Cambridge paper registration closes about four weeks before the exam date. Check the actual calendar before you fall in love with a test.
- Which one your school lists first. The test named at the top of an admissions page, with a per-skill minimum next to it, is the one whose score report that office reads every week. The one in a footnote is the one that will need an email.
